Heat oil in a medium saucepan over medium heat.
Stir in masa harina and chili, and cook until lightly browned or slightly fragrant (stir constantly to prevent burning).
Gradually stir in tomato sauce, water, cumin, garlic powder, and onion powder into mixture until smooth.
Bring to a simmer.
Cook 5 - 10 minutes, or until slightly thickened. Season to taste with salt.
Use immediately, or store in glass jar in fridge for up to 5 days.
