I can confirm that this deal works on shelf price, too.
I got two Edy's Ice Cream at 3/$10.
Used $1/2 Edy's ice cream from 6-12 SS
Total was $5.67
$4.00 cat printed.
Also got a $1.50 oyn $20 order, compliments of Weis Markets. No idea why.

I purchased (2) Nestle Drumsticks (shelf price here is $6.99), used (2) $1/1 q's and paid $7.78 and got the $4 CAT back. So about $1.89 a box which has 8 cones in it! It did this deal twice.
