If it says it should have 3 on the package I don't see why you couldn't call. They have no way of knowing whether you got it for free with overage or if you paid the full .97 for it yourself.

That said, I personally would find it a small thing to worry about - but then, I have two toddlers running around so what I deem not worth my time may be quite important to someone else.

Yeah I was debating if it was worth it but thought maybe ill get a really good q or free out of it

I had some I bought also that only had 2 in them! I got them all free so I am not worried about it!

Do you still have the package? If not, I wouldn't bother, afterall it was free. If you do, I would call so that they can figure out why errors were made. Sometimes companies appreciate that kind of feedback so they can correct issues. But, again, I wouldn't be looking for anything in return.
