I haven't heard anything about WAG doing away with clearance items, I'll see if my mgr knows anything tonight when I go in to work.
I can only guess as to what may be going on, the best thing you can do would be to ask the store mgr if it is a temporary situation, or if they are going to make it permanent (I really doubt it'll be permanent, though). I do know that around Christmas time, they 'do away' with the Clearance section to make needed room for the increase in holiday merchandise, and (normally) they don't put it back up until after Valentine's Day. Obviously, that would be at the store mgr's discretion (when it goes back up). The SIMS co-ordinator (at least, in our store) is the one who is responsible for gathering everything that comes down from corporate as being eligible for the clearance section, and she has set guidelines for how much she is to put the items on sale for. Most prices come down from corporate (the way I understand it), but occasionally the store mgr will override it and set a lower price for an item.
Just as Wally World has different size stores (from small clear on up to Supercenters), WAG does too. Is yours one of the smaller ones? If so, they may be getting ready to make room for the back-to-school stuff coming in, or even to put up a larger Summer display. I'm just guessing here, obviously.
As to the stores returning items for credit, that is true -- to a degree. There are some things we HAVE to return (for example, recalled items, and items that manufacturers tell us we can NOT clearance out), and we also return anything that is out-of-date, damaged in shipment, or defective. When customers damage products on the shelves, or return items that would be detrimental to the health of our customers if put back on the shelf (eg, opened make-up or food of any kind), these are also returned for store credit. However, the vast majority of items on our shelves will be put up for clearance if it is seasonal, if the packaging / size changes in a 'major' way, if it is being discontinued, or even if it may be getting 'close' to date on some items (however, NO item that is OUT-of-date is to be on the shelf, clearance or otherwise). With this said, seasonal items are rather 'interesting' in how they are handled. For the most part, they are put on clearance at the end of the season. If there are 'extras' left over after a period of time, though, they are set aside and put back out when the season rolls around the next year -- this obviously excludes food / candy items. Anything that is perishable is donated to a local charity (at our store) after a short period on the clearance section.
