This is okay if you are at a store that is not picky about it and by that I mean, their lost prevention person is not picky about it. - In some districts there are very strict LP supervisors that will grill employees about the way they type in coupons. I know girl who was investigated over her coupon ringing. Therefore, I think sometimes it is just stressful for employees to deal with if it risks their jobs.
Situation (B) if overage is caused from combining a MQ and an ESC/Store Q, this seems to be fine at most stores. At least there is nothing special the cashier has to do to allow for it besides just scanning away. So as I see it there is really no risk for them.
And just so everyone knows there is not a "formal" register training the Wags employees go through (like computer simulation). So everything that they know, right or wrong, was taught by mostly likely another employee in the store. I think that's why there are so many differences between every cashier.
