Got shot down on the Garnier deal at WAGS. They claim the ESR coupons are manufacturer coupons and can not be combined. When did this happen and how can you tell they are Manuf q's?

I've never had any issue with using the ESR Q's and MFG Q's together. I've seen two differing copies of walgreens coupon policy e-mailed out by store managers and both said that you could use an IVC and MFG Q on the same item. One copy of the coupon policy sent out went one step further and stated that you could use "One IVC, One Roto Ad Coupon & One MFG coupon per item". I've never tried using all 3 on the same item though.
Today @ my WAGS I used a WAGS Ad Q and MFG Q on the same item, no issues. (Used the glade for $0.89 Ad Q and a $1/2 glade Q from today's SS Insert making them 2 for $0.78)
Last week at two seperate WAGS I picked up over 100 of the different garnier shampoos, conditioners & styling products using the $2 ESR Q and the $1 MFG Q's with no issue. About half of each order were clearance items at $2.19 and I still had no issues, just used the overage to purchase other items.
Was it an assistant manager or the store manager that told you that? If it was an assistant manager drop an e-mail to the store manager and ask for clarification. All WAGS store managers can be e-mailed using the format mgr.XXXXX@store.walgreens.com where XXXXX is the store number. (I was provided this tip by a local store general manager.) You can get your store number off your receipt or using the store locator on walgreens.com

This started happening about a month or so ago when couponing became so popular.I coupons now say manufacture so that is how I use them to avoid being embarrrised (geez that word always gets me lol) as I seem to blush pretty quick. Fred Meyer here in the north says in store coupon on some and mfq on others so they are aware when they are allowing you to use both on most of the items. I stick to those guys for the most part because their cashiers are very educated and look at the coupons and items before they ring them up to avoid wasting our time. I have started suggesting that to all cashiers everywhere and it seems to work pretty good. I find most of the time if you ask ahead of time they do not look as you as if you are being dishonest and say "If my register allows it then it is ok" that is so nice highly recommended
In June or July of this year Wags started putting Manu Q on the ESR coupons. I've had 2 cashiers at 2 diff Wags tell me I couldn't use them but the majority of the time I can and do use them without problem. We know that the registers will take them! It's a YMMV unfortunately.
I figured the WAGS stores catch on to the great deals and then decide not to honor them. I already stopped going to one WAGS since they are so awful and now I am just waiting for CVS to open here in the West and I will likely stop shopping at WAGs altogether.
Man, hope that doesn't start happening at my WAGS. That's how you get the really great deals and MM.
For now, Wags is allowing IVC's to be used in combination with manufacturer's coupons (though I don't doubt they will take that away from us at some point).
The reason you weren't allowed to do the Garnier deal is that it would have resulted in $.01 overage. They won't adjust the coupon down 1 cent and they won't let you use them both. If you find a cashier that allows this type of .01 overage or more to go through, you got lucky. It wouldn't even surprise me to hear that cashiers would get called on the carpet for allowing even a .01 overage.

The funny thing is that a lot of their ads will advertise the deal with the ESR Q *and* say "look for coupons in this Sunday's paper"... May be a good idea to point that out to them when they come up with that excuse.
Or... try a different cashier on a different day/shift.
