Yes, you need to do them in separate transactions because you'll only get 1 RR even if you buy 17. Also, you can't use 1 wisp RR to pay for another wisp (in case you didn't know ).

Is there a different BOGO coupon for the wisp candle, the one I have is BOGO holder up to 3.49. I also have the $5 off the starter kit.

On the IP that I printed it does say on one glade wisp flameless candle holder but in the bottom right corner it says maximum value $10.

You can use them like that, you just have to make sure the RR aren't from the same brand family or they won't print.
