Key word here is 'local'. Lots of mgrs don't really know what's going on.
In fact, the person you talk to is often not really the store mgr anyway, it's a 'lacky' mgr.
First call the store itself, ask the person you talk to if they are the 'main store manager' emphasize 'not assistant or under-manager, then ask again.

Next, ask the person if they have a list of the coupons " only coupons from our website".
I bet they don't have any idea what coupons are on there or not, so that person was just making an answer up.

Better yet, call the District or Regional office.
Number should be posted near the front door or ask for it.
Ask them. The District or Regional office personnel should know the real policies.
