1. Some places do, but toilets in pubs/bars/restaurants don't (though I appreciate that they're not really "public" and only for the customers of those places).
2. No idea about what you'd class as "enough". I'm assuming your "enough" is my "far too much". :)

But, come to think of it, I don't think we had to pay anyplace else. Other train stations & public markets, museums, etc. were free.
Workin' hard for the deals in a land of 'sometimes' doubles.
