All of the Smithsonian museums are free to the public, but they are almost always very crowded and so I'm not sure if you'd want to take such a small child there. If you do decide to try one out I'd suggest maybe the Air and Space museum since they have so many things hanging from the ceiling that you can show him. Someone else who has little ones will probably have better advice for you in regards to museums. There are probably kids museums in the area but I don't have any kids so I'm not away of them.
If you're wanting to tour the White House you usually have to put in an advance request for tickets so that might not work out for you, however there is a small White House museum that's about a block from the White House that has Presidential information, pictures/information about the inside, etc that you might be interested in checking out. It's also free.
What kinds of food places are you looking for? For something quick, the old Postal building has a food court with lots of different choices. It's all fast food type stuff, so that might be good for a day you're running around on the town.
