With the food stamps, you would have to go to your local department of Human Services and fill out paperwork. There are income requirements, based on household size. They do take out your expenses, such as rent/mortgage,(property taxes and house insurance if you have a mortgage) telephone (mine took out the basic - 33.00), utilities that you have to pay out of your own pocket. You then have to meet with a social worker, and she tells you what to bring and the process itself can take anywhere from 1 week (for emergency food stamps - basically no money and none coming in) to 45 days.
With WIC, It might vary from state to state. I know for both MI and MS, we had to go through the department of health to get started.
But each state usually has its information on their website. (for example...Michigan's is on their home page. On the right side there are a bunch of links. You click on the one that says human services and it takes you to the website. You would then click on "assistance programs" and there is everything. Just figured I would go a little more into detail. HTH.
I get food stamps, and WIC, and my kids have MI child (an insurance program through the state for children of low income families). So that's how I know.
