That refers to non credit card funded paypal. If a paypal account is funded by a credit card, there are fees for transactions. But with one funded by a bank account, you can avoid the fees. So traders like using the second type which is also called PPEF-- paypal existing funds.
If you just see "cc", that refers to concealed cash.

Thanks, for a little more info, I use Paypal a lot, but usually just to accept payment for work (independent contractor/writer) so I don't have a lot of payee experience with it. Does paying from Paypal where the money is already in the account (not credit card or bank funded) go through without fees?
I'm sorry-- I didn't check back in this thread until just now. Paypal has changed the procedure for transactions with no fees using existing funds as you've described. It used to be that you would choose the gift option. The last time I sent money for a trade, I saw that they now ask you if you're sending to friends/family. Saying yes avoided the fees just like using the old gift option. So I guess that's the new way.
