You may not be interested in my system either, since everyone seems to think binders are great, but to me they are bulky and don't hold nearly as much as I need. The women I see using them around here, are always struggling to balance them on top of their shopping baskets. My system is about the cheapest you will ever find.
I've used a Dollar Store plastic shoe box with a locking lid, for years. I still see them popping up every so often in stores, so I know they're still available. I think my brand was called something like "Click-It." Anyway, if you look around, you can find one that doesn't taper down at the bottom and fits small letter-size envelopes perfectly.
Then I use envelopes as dividers. I can write whatever I want on the top and use them just like a file box. If you're buying milk, you simply pull out the milk envelope and all your coupons are there without having to mess with small plastic compartments. You can have as many dividers as you want, and change them whenever you want without having to reorganize a binder. No expensive baseball card organizers to buy and everything is personalized to fit your shopping habits.
When the envelope wears out, you throw it away and replace it with a new one. If a manufacturer brings out tons of coupons on a product, you can have a separate envelope while the coupons are good, then get rid of the envelope if the coupons run out.
I've got room on the lid to put my name and address, and tape print-outs of coupons loaded on my loyalty cards and I tri-fold my store coupon policies and keep them along the side of the envelopes, in case I need to pull them out.
It is a really handy size to grab, and I carry it into stores just like I would a binder. The best part is, in a large shopping cart, it fits perfectly right beside my purse. The lid fits underneath the box and you have a perfectly angled box with easy access. Of course, if you've got a little one who needs that seat it won't work quite the same way.
Around here, the merchants can be real pains about coupons and I know they would always be suspicious of what I was "hiding" in my binder. This way, the clear plastic sides allow store employees to see that I'm not using it to shoplift. I've never had a single complaint when I've used it.
Of course, if you still want a binder, I happened to notice that Dollar Tree is now selling Baseball card dividers in packs of 10. I didn't buy any, so don't know how high the quality is, but they certainly looked a lot cheaper than the others I've seen around.
