That's news to me too.
I sent money last night and it was still no fee.
I just noticed something new with paypal. So even if you gift your paypal or choose other the buyer is now charged a .37¢ fee. So anyone who buys forms via paypal are actually paying more for them then before. Maybe sellers should keep that in mind when offering paypal.
Maybe this has already been discussed but it is news to me.
Makes me think twice before wanting to purchase forms this way.

I was about to transfer money so I went to my account and chatted with the virtual agent. Here's the response;
It's free to send money from a bank account or a PayPal balance if the recipient is in the same country.
However, there are small transaction fees if a credit or debit card is used to send money or if the money is sent to or from outside the US.
Please see our Fees page, where you can find more information about domestic and international personal transfers.
Let me know if there is anything else I can do for you.
Therefore, there's no changes in my account now nor is there a message informing me about new fees schedule
I just started a transfer without completing it, and there was no mention of an additional fee. If you are sending money that is not already in your pp or from an instant transfer from a bank account, you do get charged. Is it possible that you're sending money from a cc or backup account? Double check that before paying the 37 cents. From pp's website:
Personal transfer
Free when the money comes from PayPal balance or bank account.
2.9% + $0.30 USDwhen the money comes from a debit or credit card or PayPal Credit (the sender decides who pays this fee).
I always send from checking (or PP balance if I have it) and it has always used that as default. Have been doing it no fee. Just did a transfer and it did try to automatically use my debit info and charge me. I had to go in and change it. So just be careful and watch. It did throw fee in and if I hadn't been paying extra attention I might have missed it cuz I'm so used to it auto from cking with no fee.
OP: Thanks for the heads up!!!
