HELP! target bogo/olay rebate/olay bogo covergirl

Could my title be any longer, LOL?

So I posted this question in the specific rebate thread to no avail, so hopefully someone can help out.

Last week target had olay regenerist for $24.99 with a free olay cream cleanser ($6.49 reg price)

Not that it matters, except to explain why I didn't use the bogo with body wash, I had used the BOGO cover girl lipstick.

My receipt shows the olay items under a "special promotion" heading
The regenerist lists the price as $24.99
Then underneath it has a "return value" of $21something
Then the cream cleanser is listed as $6.49
Again underneath is a "return value" of $3something

Then there is a line that says group price $31.48
Then the $1 target q and the $6.49 free cleanser are listed with a final "package price" of $23.99

My question is, can I use this one transaction, by circling the prices, instead of the return values, and the group price of $31.48 and submit for the $10 with $30 of olay product rebate, or do I need to spend another $6 to qualify? The rebate literally has no fine print or question/answer ph #.

If it were me, I would use this one transaction and circle the prices for this rebate.
