DD3 Target: size 4 kids underwear

I noticed this at Target today:

The size 4 girls underwear in the kids section was over $1 cheaper for a comparable package (Dora, Hello Kitty) compared to size 4T in the baby/toddler section. I also found the bonus packs of the cheaper (Fruit of the Loom non-character) underwear in the big kids section vs baby. Didn't check the boys but am guessing that may work the same way?

Now I'm curious if other size 4 clothing is cheaper in the kids section vs toddler section.

I've found it's hit or miss and always check both departments...but yeah, most regular priced items find the toddler sizes a bit more expensive. I get luckiest shopping in children's sizes on the clearance rack, too...don't always find the cheap stuff in 4T, I guess because parents are more prone to shop the toddler's department instead of venturing into the big kids section, but I'm not sure? Cripes, I can't afford not to look, lol. And I almost always find a 4/5 of similar design in the children's section for much less!
