I did this with really low OOP, but you would need to have the coupons from buying the traditional glass candle holders and refills that had coupons last winter. I had a cashier read the coupons with me to make sure he was okay with using them all together. Neither of us could find any issue with them. Here's what I did:
2 candle tins or holiday glass holders $2.50 each = $5.00
3 refills $2.50 each = $7.50
Use (2) coupons for $2 off any holder - these were in the products I got last winter
Use (2) blinkies for a free refill wyb a holder - found at Kroger and Publix
Use (1) coupon for a free refill wyb 2 refills - these were in the products I got last winter
OOP = $1.00 plus tax

Reformed extreme couponer...
I just got back. The holiday tins/holders and refills are on an end cap marked $2.50 each. No mention of the gift card but I scanned a few and they all said gift card with purchase. The regular scents did not mention the gift card when scanned. So I bought 5 tins and 5 refills. Only a couple of the tins had the coupons left
but I had coupons anyway so after making sure the deal worked, I wen back and bought 10 more. I now have $25 in gift cards!
