Default Odd rule for Target Price matching

I went to target today to do the buy 2 schick razors at 6.99 and get a 5.00 gift card!
i realized that rite aid had them on sale for 5.99, so I brought in the add to price match.
    No go..
They will not price match anything that has a gift card or is a "promotional offer"

I can understand why. With the gift card you are getting the razors for under $5.99 each.

If you look at your receipt there is a value for each of the razors and a value for the gift card. I bet the value of each of the razors is $4.49 therefore cheaper than the price from rite aid.
