If you ask the manufacturer's, they'll probably just tell you it's up to the store to determine coupon acceptance policy. This usage is an interpretation of the coupon verbiage that some stores accept and some don't.
Since these are Target coupons, it's up to Target to decide proper usage.
I contacted Target a couple times (email and phone). I got the same answer each time. No, you can not combine them. Target coupons so Target rules. Here on the board we're going to abide by these responses I got from Corporate and not discuss doubling up on these coupons.
