I believe that is being said in the same way that other coupons say "limit one coupon per purchase".
Use it when Aquafina goes on sale rock bottom price. If you can find a coupon for Aquafina, even better!

It is fine to use a coupon for the water as well as the Propel Coupon when purchasing both items in this case. It will, however, be a YMMV...as always.
Here's why it's okay: This is no different than the words Kraft uses on a WYB coupon. It's just a different way to say it. They state: "One coupon valid for
item(s) indicated." This one just uses the word "specified." The word "item" is also singular in this instance, which just seals the case in our opinion. This is basically just saying "one per purchase," but as we know the manufacturers have attempted to reword coupons cause there's so many issues with the "per purchase" being mistranslated into "per transaction."
Now, if you feel that's not their intention, you obviously shouldn't use it. But as far as HCW is concerned, we will allow discussion on it.
IMO, the manufacturers are well aware that couponers use a second coupon on the other items in these cases. Some have commenced to put the language "no other coupon may be used with this coupon." In those cases, you cannot use a 2nd coupon with a WYB q. And other coupons have a nice bold "AND" rather than "WYB." Ergo, I would personally use the water coupon with the Propel coupon.
