Manufacturer or Commissary?

I found a q on ebay I'd LOVE to be able to use but I do not have a commissary. The top of the q says "commissary/exchange coupon" but the barcode seems to be that of a manufacturer. Is this a q I can use at my local grocery or is it a straight up commissary only q? I've never seen this before, please advise. Thank you.

SORRY.....These coupons are ONLY for usein the exchange or commissary. They are issued for use only at these places. the reason is that many installations do not have access to regular coupons (especially overseas) and the companies want to help support our troops at home and overseas.

Thank you, just wasn't sure. The seller said nothing of it in the auction but I noticed it in the picture.
