Grrrr...What do you think of PP's Policy Changes Coming up on 6/3 ?

There are now 2 tabs - the first one that it defaults to is labeled "purchase" and has several options including goods, services, etc. The second tab that is rather difficult to notice if you're not looking for it is labeled "Personal" and includes Payment owed, gift, other etc. You have to click on the "personal" tab or the seller will automatically be charged 30c plus 2.9% fees.

Help! I'm having a hard time grasping this. So, say I want to buy something off of a website that takes paypal. The seller pays a fee, and I do not?
I have been thinking of buying a camera at ritz - they're running a promo where you get money off if you pay using paypal. I just want to make sure that if I do this I'm not going to incur a fee. If I do, it's not worth it. Thanks!
