So there's an older gentleman who thinks his place is to monitor the going ons at the community recycling area, by literally yelling at people for throwing cardboard in the newspaper containers.

I just go for the inserts so he has asked what I was doing a few times.

Today he brought over a stack of inserts and asked my first name.
"uh. Thanks. That's really nice of you..."
then he introduced himself!!

ugh. I am HORRIBLE in this type of situation.
I mean, I wear my wedding band, and I cart around my two kids...

I simply told him my first name, and said "thanks" about 20 more times

He was probably impressed by what you are obviously doing for your family, therefore, he thought he'd make good of his inserts by giving them to you. He was probably trying to just make casual conversation, so he could boast to his wife when he got home, telling her all about what you do.

I am one of those clueless people who never realizes that someone has hit on me - I have to be basically knocked over the head. My DH gets a lot of laughs out of this (thankfully he is not a jealous individual and it does not happen very often!).
