Uhhh... just my opinion of course... but I would interpret that fairly loosely. I'd read that is meat OR cheese, either or both. And I think you could definitely argue that it could be used on packaged deli meat as well as fresh from the deli.

I think they mean "deli" cheese and "deli" meat, therefore from the deli, not packaged Oscar Meyer and Kraft. And yes, cheese and meat and bread all together (as if you're going to make sandwiches from all the parts).
Unless the coupon says "from the deli counter" or some such wording, I would read it as any deli meat and think you could use it on prepackaged deli meat and cheese.
I have seen coupons that say from the deli counter. So if they wanted that sort of restriction then they could put that wording on it.
