Does that fall under "Theft of Postal Service Property" 18 USC 1707 and/or "Burglary of a Post Office" 18 USC 2115??

As a thrifty college student back in the early 90's (before modern curbside recycling), I would go to the recycling facility in Richardson, a Dallas suburb, and stockpile!

Now, there are Starbucks, neighbors, and unknown neighbor's recycling containers (pre-dawn on collection day)!

If you know someone who is an Occupational Therapist or a Physical Therapist...or someone who works in a Physical Rehabilitation facility.....ask them if they can get you a 'reacher'.....It is a long handled device used to pick up things out of reach & has a handle you squeeze and at the end are 'tong-like' pinchers that pick up what you need. This works good if you are trying to sift through papers that are loose.
