When you click on the rewards tab - click
"Choose rewards from more than 75 merchants"

Then Click "P"

Okay, I just looked and it shows as an option for me, but I swear when I was gonna cash out back in December, I looked for Paypal and they didn't have it, so I ordered a CVS card. Maybe I'm just crazy...

You're not crazy. I cashed out for several cards in December and paypal was not an option, but it is there for me now. My lifetime is 43429.
