I should think they'd be fine. As long as the packages themselves haven't been exposed to extremes in temperatures/humidity, they should be okay. It's really just sugar & cocoa powder, isn't it? I don't think either of those things go bad.
Also, the "expiry" date on a lot of dry goods isn't really an expiry date, but a 'sell by' date, which is when the manufacturer guarantees optimal taste of their product.
... I make my own hot chocolate - even cheaper than buying on sale! lol - and it will last indefinitely in an airtight container. Well, it would if my darling son wasn't addicted, anyhow! ;)
