We don't know why. NONE of us do. It just DOES.
Use it to your advantage...
When I went to the store today, I used a $5 AND a $10, and it took off $15, and the $2.25 ($1.50 + .75) in negative tax.
It doesnt explain why.... it just 'is' :)
