My store carries the Oscar Meyer items, but, are SAL registers able to print off a rebate form?
I don't think so. I went to my local Save-a-lot and it did not print out. I had the CSM void out the transaction and I got back my Q's. I asked her about this promo and she didn't have a clue. She said that they are franchised and that maybe only the Corporate Save-a-lot's are participating in the promo. However, she called to the nearest corp location and asked that SM and he said they weren't either. They don't have cat machines either. So, Maybe it's safe to assume that Save-a-lot is not participating (even though the Kraft website says so). I don't know.

The people you talked to are right about them being franchised and each store being able to make their own policies regarding things like this. I know it makes it difficult to figure out what's going on.
