That's funny, I just used internet printed coupons at the dominicks over here which did not scan and the cashier punched in the coupons manually and accepted all of them. (I had over ten of them). Internet coupons are kind of funny, they don't scan at jewel either but they always put them through. I would think that the store would be able to determine if they are legit or not as they are all coded etc. Also, I just don't see how a manager can still refuse the coupons after corporate calls them on it. Lastly, I agree with your statement that why have a corporate policy if you don't follow it, etc.
