So I have $9 oyno cats - can I use those to lower my OOP or is that considered a Q?

Okay, so I was going to get 5 bags of charcoal, which will be just a little over $25, and I was going to use $5 off Q's wyb charcoal, bratwurst, and coke. How much of the Q will apply to the charcoal. Can I argue that the $5 off is on the coke?
