Ad found in Sunday paper contains these coupons for free items. Valid today only, minimum purchase of $50 qualifies you for all coupons, limit one item per coupon:

Tombstone Original pizza, 20.5 oz to 23 oz
Fritos or cheetos 7.75 oz to 9.25 oz
Hillshire Farm Lit'l Smokies Smoked Sausage 12 - 16 oz

Do you know if the $50 is based on the non-sale, pre-coupon prices? Or would I have to actually pay $50 plus to use these coupons?

Minimum purchase is based on prices before your club card and coupons. See here. Safeway - "Minimum Purchase" on store coupons. I strongly suggest printing out the entire Safeway page containing that information, and bringing it with you should you have any trouble at the store (link available in that thread).
