Default Safeway: What's the schtick? Coupon Policy?

I had such a frustrating trip to Nor Cal safeway yesterday. Big manager pulled out his binder and started reading to me from his last training or something. These were the lamest policy rules I've ever heard. Things like:
-coupon can't exceed 50% items value. I was trying to use a coupon and catalina that only together took the price down past 50%.

Isn't that peachy? Like they don't get reimbursed? I asked if I could just use my $5 cat on a $10 purchase and he said no, because it would take the purchase value down 50%. grrrrr.

Here's another one for you:
-ONLY ONE OF THE SAME COUPON PER TRANSACTION. (and I can't do multiple transactions)

I'm going to call corporate today, but I wondered if you all had any advice for me. Who is making these rules in corporate? They're not benefiting Safeway, in my opinion.

Let me clarify I wasn't using ANY printable coupons. these were regular old newspaper coupons and I was getting the run around!:shrug7:

I just moved from Nor Cal to Maryland. When I lived out there I had issues with a few safeways trying to say things like this. I just used coupons today, mulitples of the same, saved 82% and it wasn't an issue. Might just be the store manager at that store.

When I was given the 50% hubabaloo I asked to see it, The memo from corp did in fact state 2/3 of the product. BUT at the top of the page it clearly stated that ths was the new IP policy. This was however not the manager but a wannabe mgr.

So I would ask that ? specifically

While I realize this is for IPs only it might help some of the ASs. Managers confusion....
Safeway's Printable Coupon Acceptance Policy
Effective September 2008, all Safeway owned stores accept legitimate, printable manufacturer’s and in-store coupons (“Printable Coupons”) pursuant to this policy. We recently engaged Coupons, Inc. to offer Printable Coupons on Safeway - Find a store near you and the websites of other Safeway owned companies. Help us make your shopping experience a pleasant one and prevent the abuse of this program by keeping in mind the following rules applicable to Printable Coupons.

We can only accept Printable Coupons if they scan properly at the register. Printable Coupons are delivered using special software, designed to print a properly rendered barcode and limit the number printed.

It is not an industry practice and we will not accept Printable Coupons for "FREE product" (i.e., no purchase required). Buy-one-get-one-free coupons and other varieties that have a purchase requirement are acceptable.

We will not accept Printable Coupons for more than 50% of a product's value. For example, a $2 off coupon will be acceptable for a product that sells for $5 or more, but a $2 off Printable Coupon for a product that sells for $2.25 will not be accepted. If there are exceptions, we are usually provided an advance notice by the applicable manufacturer upon which we will pass the appropriate savings, if any, onto you.

Printable Coupons will be rejected if they appear to be distorted or blurry, or are altered in any way or copied. You should always print them directly from the website or email that is offering it. Printable Coupons will never appear on your computer screen or sent as a graphic, PDF or Word document.

Printable Coupons are non-transferable, and should not be copied, scanned, sold, traded, or otherwise distributed to others. They have unique serial numbers printed on them and follow an industry-standard format.
