Anyone know for sure-- expired catalinas?

I've had two clerks at my *fave* Safeway tell me that they don't have to remit the catalina coupons. I had a new cashier at this same Safeway who wouldn't even try to scan a cat that expired the day before (I know, I need to pay more attention). I told her I knew they didn't have to turn them in and could she call over a manager for me to ask. She went ahead and scanned it, it went through no problem, no beeps, nothing!

Am I in the wrong? I thought that I read somewhere on here that they get paid for those cats once they print out, so technically I'm not cheating them, as they already got the $. Can someone advise, as I have $10 worth of cats that expired YESTERDAY that I wasn't able to use because my hubby had a migraine and I didn't want to take the kids to the store. By the time I realized they expired on the 2nd, it was 3:00 this morning!

One of my very favorite cashiers takes them for me even when I say that it expired the day before. I think it will always be ymmv type of situation but I would ask a manager.
