In reality it's probably because the Q's barcode is coded for a product other than the one purchased.
There are 2 parts (sometimes even 3) different parts to a coupon. The first is the commonly known Q UPC. It contains information with regards to the manufacturer, product line, and coupon value.
The 2nd part to the Q (the 2nd barcode) has more specific information and usually starts with (8100)0 or (8101)0, etc. The next set of 5 numbers is the manufacturer's offer number. These 5 numbers are what tell the registers which products qualify and which ones don't.
Though this particular coupon says that it's good for ANY Nexcare bandage, it does not mean that the manufacturer has associated every single Nexcare bandage ever made with the offer number that is listed in the UPC.
Thus some people saying that it worked on the tatoo ones but not the neon colored ones, etc.
So...by "folding" the coupon, the cashier was able to scan and deduct the coupon without using the 2nd UPC which contains the more specific offer information which resulted in no product mismatches. Whether she is allowed to do that or not, I really have no idea - that's more of a legal issue than I'm capable of answering.
As we already know the registers ALLOW overage, so this is the only other thing I can think of.
