Default Winetag/beer tearpad (instant rebate) question

I'm visiting my mom and I found a winetag/tearpad coupon that states:

Save $3 Now on Widmer Brothers Beer & 24 CT Bottled Water with this special instant rebate offer - see reverse for rebate details - must be 21 or older for beer purchase. Limit one coupon per customer per store visit. Not valid with any other offer. exp 12/31/10

    On the back

Not Valid for doubling. Void where Prohibited. Not valid with any other offer. exp 12/31/10.

Beer Purchase required states: AK, AZ, CA, CO, DC, DE, FL, IA, IL, KS, MD, MS, MT, NH, NM, NV, OK, PA, SC, VT, WI, WY

Consumer: Save $3 now on your purchase of BOTH one case (24 ct) of bottled water and either one 12 pack or two 6 packs of Widmer Brothers Beer.

    Then retailer info

My question - Would this coupon be good in the states NOT listed with no beer purchase required?

It should be because it does not say that the coupon is only good in the BPR states; however if it beeps YMMV depending on which customer service person you get. I have had it go both ways in NC. I am always willing to just politely ask for the item to be taken off my order if they deny it. I can just use it next time and I really can see both sides, so it is not worth arguing for in my opinion.
Wishlist - updated 5/10 & NBPN rebates for NC!

Thanks so much for your response - yes - this one will be a beeper, which I don't like using at all because even when they specifically say nbpr, most cashiers tell me I needed to buy the wine/beer.
