Question about the New Kraft Rebate

Hi, I am new here and was just reading about the Kraft Rebate. I was wondering if there was a list anywhere of participating stores and does it mean you have to purchase $25 out of pocket. I mean, can I buy the products on sale but the regular price counts towards the $25? (If that makes sense) Thanks
