I just contacted magic hat about NC. We are a NBPR state, but the way it is worded that you buy beer to be valid. Long story short that NC is included as NBPR state and they are sending me a corrected form to use. Wow I can't believe they are willing to do that.

I emailed and they sent me a revised copy of the form.
ME was not included as NBPR in the new version. Hope this helps.
