I see an expiration date of 3/31/09 but no purchase dates. When do the purchases have to be made? March? Feb etc?

This is meant to match up with the St Patrick's Day type rebates, which means they were not out until Feb/March. I'm not sure if they would allow a re-submit if they rejected it or how you would even know as many don't return rejected submissions....
