I went to Wal-Mart yesterday and one of the items I bought was the Frank's Redhot sauce (free with coupon) and on the sauce was a hangtag type thing that says:
Try Wings Free!
To receive your refund check (up to $6.58) by mail:
Buy: one Frank's Redhot Original Style Buffalo Wings or Cattlemen's Honey Style BBQ Wings
Send: Original store-identified cash register receipt dated between 11/01/08-3/31/09 with the purchase price circled and your full name, full address and e-mail on a 3"x5" card.
Mail To: Frank's RedHot Sauce/Cattlemen's BBQ Sauce Offer
P.O. Box 1175, Grand Rapids, MN 55745-1175
Receive: A check for the purchase price (up to $6.58) by mail.

One per household.

At the top of the little hangtag it says "Official Mail-In Certificate" but it doesn't say to mail it in along with the other info. So can anyone do it even if they don't have the MIR cert?

Also in the 12/7 SS there is a coupon for $1.50 off any Frank's Wings or Cattlemen's Wings ex 3/31/09 same time as the rebate.

It doesn't look like it as there is no place on the little certificate to write info. I don't have a lot of experience with rebates yet as I just started doing them a few months ago. Maybe someone who has done a lot would know for sure.
