Randalls/Safeway?

Are they one and the same? The Randalls forum does not have a lot going on in it.
It looks like the deals are the same and if I got to www.Randalls.com, it brings up www.safeway.com

I used to shop @ Randall's when we lived in TX and about the only difference I've found is their double coupon policy (when I was there it was only one like coupon doubled). Most of the promos were the same as the other Safeway stores.
