Does that mean they won't take a IP that is an actual $$$$ equal to or above the selling price or does it only apply to q's with wording such as FREE CANDY BAR.

So could I use the $4 Johnson & Johnson IP q on their $3.50 sale items?

You should be able to use that coupon, it isn't a free product coupon, even though it nets the same result.
