found an oreo setup with tearoffs for a free 1/2 gallon milk with purchase of 2 packages of oreos. It says it's a manu coupon (doesn't say publix anywhere) but there's no scan on it...so I'm hesitant to take it somewhere else...

I found this coupon too - but it does have an LU# on the lower corner so I'm guessing it can only be used at Publix.

Does it have any redemption information for the retailer on it? If it doesn't have an address for the retailer to send it to to get reimbursed, then another store isn't going to take it even though it says manufacturer on it. Having an LU on it as BayShoreGuy pointed out is another good indicator that it's a Publix coupon that just has the wrong word on it.
