Federal law trumps state law and there is a Federal Law required FOOD stores to issue rainchecks or subsitutions:
The law
The federal Retail Food Store Rule requires grocers to provide rain checks on advertised items or to substitute an equivalent product. But stores can get around that by demonstrating they ordered sufficient quantities to meet reasonably anticipated demand, or by including a statement in their advertising that quantities are limited or that the sale is available only in certain stores.
Don't think it pertains to WM or Wags, even though they sell food, butPublix is a grocery store.
Again, according to OPs post, their store is going to offer substitutions. I know it stinks, but they appear to be within the law.
As for proving sufficient stock, they have to give ordering sheets to the FTC investigating the complaint.
