All you have to do is read the coupon (pick a coupon, any coupon) to see right in black and white "Retailer: For payment of face value, plus $.08 handling, send to..."
The retailer pays the clearinghouse, yes. But they negotiate that deal on their own. They pay them to do the job of sorting the q's for reimbursement.
So.
The store gets paid in their checks and balances by their corporate office (this will vary by retailer... exactly how it is handled)
The retailer gets paid face value plus handling from the manufacturer.
The clearinghouse gets paid a negotiated amount by the retailer.
The manufacturer gets paid in brand loyalty by the consumer.
The $.08 goes to the retailer. Perhaps he hasn't "seen" those eight cents spelled out, because reimbursement is probably handled on a corporate level, but no, he's wrong.
