Florida: each 1/2 off
Florida: full price and $0
Georgia: each 1/2 off
Georgia: full price and $0
South Carolina: each 1/2 off
South Carolina: full price and $0
Tennessee: each 1/2 off
Tennessee: full price and $0
I know that some areas ring BOGO as half price and some as full price/$0. Is it as simple as states X, Y, and Z are half price and A, B, C are not or do some of the regions near the border behave differently than the rest of the state?

Very interesting results. So it appears that Florida actually is the only place that truly rings up BOGO? Somehow we have to be gettin' screwed with this arrangement! LOND, higher prices, ...beaches, warm winters. Hrm, let me re-evaluate.

The vote count is still a little low to tell for sure, but it's looking like FL is the only state that does full price / 0.
You'll probably see a few people outside FL. Awhile back, someone in far south GA posted that they don't get the weekly Mystery Coupon deal, but they could tell from the fine print at the bottom of their weekly insert/flyer that their store was grouped with Publix's Jacksonville, FL market. I'll bet their BOGOs work like the rest of FL.

The full price/$0 isn't necessarily the worst of the two arrangements. The Floridians often end up with better deals when the deals involve BXGY coupons. The simplest example is a product on BOGO sale when you have a BOGO coupon. The full price/$0 scheme would allow you to get two totally free products. With the half price scheme, you get two products for half the regular price of one. The recent Kraft coupons are another example. When the dressing was on sale, those in Florida could buy three Kool-Aid, use the B3G1F coupon to get one dressing free, and then get a second dressing free from the sale. In areas where the BOGOs ring up half off, we got no benefit when using the coupon during the sale.

More often than not, I only want to buy one of the item, so one for 1/2 price works better for me.
Anyone who's outside FL and has the full/0 pricing, and anyone inside FL who has 1/2–1/2, please mention in your post what city you're in.
