Am I correct that you are in Florida, and your prices will ring up as full price for the first item and $0 for the second? If so, buy four. You should be allowed to use up to three of the $1/1 coupons (one on each of the bags you buy to qualify for the B2G1 and one on the fourth bag).

$3.99
$0
$3.99
$0
= $7.98
- $3.99 (B2G1 coupon)
- $3 ($1/1 on each of the other three bags)
= $0.99 for four bags

Caveat: Whether you're going to be allowed to use a $1/1 coupons is going to depend on the store personnel. Some might decide that the B2G1 should lock up three bags so you can't use $1/1 coupons on two bags you buy as qualifiers. Some might decide that the fourth bag is already free so you can't use a $1/1 coupon. I don't say this to scare you, just to prepare you.
