Was he declawed? The biggest problem with some declawed cats is that they will stop using the litter box after declawing because they relate that to their severe pain right after surgery.
Side note: No one should be declawing their cat. It's simply your cat having his toes chopped off.
One way to force him to get use to the litter box is to put him in a large dog kennel that is large enough for a big litter box, food, water, bedding. Let him stay in there a week or so and he should start using the box.
Definitely try no odor fine litter, like clumping. There is a clumping litter out there that says it attracts cats and has a money back garauntee. You can find it at Petsmart.

I've had this issue with my cat Isabel. We had her checked out at the vet to rule out any issues, and thankfully there are none. The vet recommended Nature's Miracle, which we were already using. She said that you really need to dump the whole bottle on the affected area. We also blocked off the area by cutting up a cardboard box and securing it to the wall with painter's tape. It can take up to 2 weeks for Nature's Miracle to work fully, and she was going back and spraying before it had a chance to work. The vet also suggested putting a hard plastic carpet runner or mat over the affected areas to mask the smell further. That way if she goes back to pee there, it'll be easier to clean up.
We also steam cleaned the carpet, which will get out the stains further down in the carpet, but just be prepared to use the Nature's Miracle again!

Geez! My male does the same thing. Only in the bathroom, on clothes, bath mat, towels. Once in a while, he pee's outside of the box. Other than that he digs to China in the box, does his business. My girl doesn't do that. They are strange sometimes.

Definitely take him to the vet to rule out UTI or anything else that could be medically wrong. Try changing his food as well. Put him in the litter box and tell him that is were he needs to go potty, do this as often as you can. If you see him in there after he is done give him a special treat :) I believe they make urine deterants as well. Sorry to hear this is happening to you, I hope you can resolve it.
