Can anyone confirm if the P&G buy $40 get $10 back are based on shelf prices or on sale prices?

I tried with the Febreze fancy candles and it didn't print and I tried the $20 off $7 and it didn't work when I bought 2 Pampers that was shelf price over $20... around $25 - and OOP was $17.98. I should have bought another 2.xx to see if it would have worked based on sale prices. My guess is that probably not, I bet it's the product that's not coded? I would think based on the past experience in other deals, you should be able to do it based on shelf price. I think mine was a fluke (probably one of the products wasn't coded properly or something) - that's my guess, the catalina machine was working, it spit out baby food qs and that waste of paper Visa prepaid card ad. I was buying the candles for a bridal shower so either way I was going to spend the money. I needed something else from the store, otherwise, I seldom do P&G deals cause I feel like they are always a little messed up somewhere. Did anyone try with Duracell?
