Q & Ovrg

I am having a difficult time finding out how the BX deals with Ovrg. I emailed them and I got a generic email that did not address my question. I called them and they told me that they do not take Q's at all if the Q is worth more than the item. HOWEVER the manager that I was talking to stated that she had NEVER seen an ovrg Q but one time, and that they are not intended to be used on products lower in cost (coupon is being used improperly).. with that being said I do not trust her "answer".
Is this really a YMMV or is there a policy on how they treat Q's and Ovrg??

On another note... I noticed the bx had the womens shick 2 pack for .99 The cashier would only allow me to use one q for 2 razor packets because she said she could not use the Q due to it being less than the product. I am okay with this either way I walked out with 4 free razors. Also... there are those Bic 3 packs I think... and a $2 Q, at my bx they are 1.77 and yet she let me use that Q with no problems.

IME, they adjust the value down to item price.

i'd email AAFES HQ to clarify and give them a specific example of a current coupon.

This could be a YMMV thing. I had the $2 printable Goody hair product coupons and used them when the BX had the Goody products on sale for 30 or 40% off. The coupon said it could be used on items that were normal RETAIL of $2 or more. I bought items that normally retailed for right around $2 or a little over and received the overage from the $2 coupon, no questions asked.
